Parece ser que cuando un conflicto puede afectar la estabilidad del sistema de equilibrio de poder sobre el que se constituye el sistema entre los Estados (Inter-Estatal), éste busca soluciones que van en contravía del principal principio de sustento del sistema mismo, es decir, de la Seguridad Internacional basada en la Seguridad Estatal.Frente a esto, los conflictos nacionales exigen cada vez mayor presencia de la comunidad internacional como veedora del respeto por los Derechos Humanos y por el Derecho Internacional Humanitario (DIH),como garante de los acuerdos entre las partes en contienda, y como controladora del escalonamiento de los conflictos a un escenario regional o mundial.How to Cite
