Uno de los temas de mayor consenso en la Carta Constitucional de 1991, está el de la participación (art. 1º C.P.) establece que un fin esencial del Estado es el de “facilitar la participación de todos en las decisiones que los afectan y en la vida económica, política, administrativa y cultural de la nación…” (art. 2 C.P.). Dentro de estos fundamentos es claro que el nuevo ordenamiento jurídico se basa en la soberanía popular y en la democracia participativa; la pretensión es que el pueblo pueda ser el responsable de su propio destino; quien establezca su camino; el derrotero de sus propios intereses; los de la comunidad y los de la sociedad en general.1How to Cite
